Pablo had convinced the Admiral and others that there was a killer on the loose and he wouldn't stop until he killed all the soldiers he wanted.

In reality, Pablo was that killer but he couldn't say that for obvious reasons.

"What if the killer never attacks and waits for the soldiers to split up?" Fozier asked.

The Marshals on the stage also got down and began leaving.

"Right. You may leave. I will do what you said." Fozier gave Pablo the permission to leave and Pablo also moved his steps faster.

"Wait." Ted shouted again.
