Instead, he took a very simple action by sitting down in an individual seat, leaving the main position to the chairman of the Civilization Representatives Conference, the Deputy Minister of Iridium Star’s Foreign Affairs, Song Zhixiu.

Song Zhixiu first bowed to Bai Zhongqi and briefly outlined the agenda for the day. Bai Zhongqi did not speak much but nodded, signaling him to proceed with the meeting’s agenda.

“Representatives, the first item on our agenda today is to perfect the strategic early warning systems of various civilizations and Administrative Stars. Given that the Stargate network project is still in progress and cannot be deployed in a short time to all Administrative Stars, and considering that the past few Swarm disasters struck suddenly, these planets often lack adequate early warning forces. By the time the distress signals reach the First Galactic Star, the Swarm has already caused significant destruction to these planets. The enemy strikes and then leaves, aiming not to entangle with our forces but to destroy the planets of the United Empire and strike at our morale. This early warning system plan was something Bai Zhongqi had urged the Privy Council and Iridium Star Army to develop. It primarily involved a combination of hardware and software, the difficult part being the deployment across all planets, which could take some time. However, Iridium Star’s Atomic Substance Construction factories had already started mass-producing such early warning equipment, and Bai Zhongqi did not actually intend to truly win the consent of all civilizations but instead planned to promptly implement the system.

After obtaining the relevant documentation, a portion of the civilizations expressed strong support. However, some raised certain doubts.

A representative from a high-level civilization asked nervously, “Chancellor, Chairman, please forgive my impudence and abruptness. Deploying an early warning system is undoubtedly a good thing, but in the face of Swarm disasters, is just an early warning system truly effective? The power of those Diamond Beetles is so terrifying—they either steal the heat from a planet or outright pulverize it. Within the Iridium Star United Empire, we have multiple Star Gods. Specifically designed against the Diamond Beetles, we have various prototype weapons that can be deployed. Of course, the specifics cannot be disclosed to everyone here, but please, rest assured, representatives, the Iridium Star United Empire is not something that Insectoids can shake.”

The people of Iridium Star generally possess a strong self-confidence, but the same could not be said for the people of other civilizations.

Zero whispered to Bai Zhongqi, “It seems we might still need to display a successful experience of thwarting the enemy to restore this crowd’s confidence.”

Bai Zhongqi responded, “These people’s confidence is not of much use to us. To resist the Swarm’s invasion, we must still rely on ourselves.”

Han Jiaxue inquired, “Do we really have to deploy Star Gods, fighting wars like ancient generals in single combat?”

Bai Zhongqi believed that while the Diamond Beetles’ surprise attacks on United Empire planets were certainly powerful, each possessing the capability of a world-ending superweapon comparable to a large fleet, the Iridium people’s disadvantage lay in speed, not an inability to confront these Diamond Beetles.
